In a medium saucepan combine rice and coconut water. Bring to a boil, then cover, reduce heat, and simmer gently until tender, about 15 minutes. Take off heat and let stand, covered, for 5 minutes.
While rice cooks, in a medium saucepan combine coconut milk, sugar, and salt. Cook, stirring, over medium-low heat until sugar is dissolved and the mixture is steaming hot.
Preheat the broiler. Generously spray a large baking sheet with cooking spray.
Lay plantain slices on baking sheet and sprinkle evenly with brown sugar. Broil 4” from the heat until the sugar melts and caramelizes. If sugar starts to burn, move baking sheet further from the heat.
To serve, divide the rice among 4 small bowls. Top with plantain slices. Drizzle with coconut milk mixture, and sprinkle with flaked coconut.
